This report is an output of the ‘Putting Water Stewardship to Work Programme‘ which aims to embed responsible water use at the heart of the growing textiles and apparel sectors in Africa. With support from the Swiss Agency for Development Cooperation (SDC), the initiative targets technical support to ‘sherpa’ countries in the fashion value chain to establish the value of improved water stewardship for the sector, for delivery of the Sustainable Development Goals and for shared water security (see boxed definitions). Lessons will be shared across Africa, and across the global fashion sector to support the transition to sustainable resource use. Our study explores the importance of the textile and apparel sector for economic and social development in Africa and identifies the priority water challenges facing the industry. It complements related studies on the cotton sector, at a national scale in Ethiopia, and in the textiles and apparel sector globally.

Textiles have long been an integral part of our daily lives and society, providing employment for hundreds of millions of people and creating tremendous economic value. However, the industry’s significant ecological footprint, as well as its health and social risks, have come under increasing scrutiny. There is urgent need for transformation.
How can circular strategies contribute? Three objectives have been formulated based on converging visions of a circular economy for textiles: inputs for textiles are safe and recycled or renewable; textiles are kept in use for longer; and textiles are recyclable and recycled at end-of-use.
Researchers have already documented the challenges from the textiles value chain today, the need for a transition to a circular economy, and the systemic change required for the transition. This report builds on the existing literature to identify the actions needed for a better and faster transition to a circular economy for textiles. Each report has four main chapters: Objectives, Impact, Barriers, and Actions

This first edition of the Report on the Pulse of the Fashion Industry exposes the challenges in a number of sustainability impact areas and along the industry’s value chain, from design and development to end-of-life for apparel and footwear. It aims to provide transparency on the industry’s stance in terms of its environmental, social, and ethical footprints— topics that have been much debated, yet without a common baseline and framework against which to evaluate change. It also reviews ways in which the industry can maintain and even strengthen its profitability despite the pressures of rising costs.
The overarching objective of the report is to provide a direction and guidance towards a better fashion industry. As a starting point, the report provides a common fact base on the current sustainability performance of the industry. Based on that it lays out a Landscape for Change and presents pragmatic, concrete, and economical actions that are already available for producing palpable change. The report promotes collaboration and innovation as main drivers to accelerate change.
